Аннотация

Under this project, in order to determine the scale and size of the Small and MEDIUM-SIZED Enterprises, including the amount of total sales revenues of SMEs, complex calculations were made on the basis of primary data on all enterprises in Russia's regions.

The small and medium-sized business forms the foundation of any economy. Russia is no exception in this respect.
In 2002, enterprises with up to 250 employees accounted for the following share in the total number of enterprises in Russia:
SMEs share in total number of enterprises - 93%
SMEs share in total employment - 45%
market share (SMEs' share in total sales revenue) - 39%

Another widely used SME sector development indicator is number of enterprises with up to 250 employees (European criterion) per 1,000 of economically active population. This indicator amounted to 113 enterprises and IEs per 1,000 of economically active population in Russia in 2002.
The figures will be a bit higher for a category of small and medium-sized enterprises with up to 500 employees (US criterion).
SMEs share in total number of enterprises - 96%
SMEs share of total employment - 58%
Market share (SMEs share of total sales revenue) - 57%

For this category the density will already amount to 116 small and medium-sized enterprises per 1,000 of economically active population.
Thus, the existing assumption about a fundamental gap between Russia and developed economies in the level of small and medium-sized business development is beneath criticism, and a few basic SME development indicators show that Russia exhibits the characteristics of a market economy.
